Governments, business seen too slow to save climate: poll
About two thirds of people believe their government and business leaders are not taking the right steps or at the right pace to prevent global climate change, according to a joint Reuters/Ipsos international poll.
同調査は23カ国の約2万4000人を対象に、昨年12月の国連気候変動枠組み条約第15回締約国会議(COP15)の前後ないし期間中に実施した。それによると、全体の65%は「自国の温暖化対策の進展ぶりや行動に同意していない」と回答、「同意している」としたのは35%にとどまった。同意が50%を超えたのは、中国(86%)、インド(60%)、さらにトルコ(54%)の3カ国にとどまった。
The survey of about 24,000 people in 23 countries, conducted in the lead up to, during and following the Copenhagen Climate Conference in December last year, found 65 percent of respondents were not happy with the progress and actions to date to conserve the environment. Only 35 percent said their government and business leaders were doing the right thing -- and only three countries would get passing grades on their environmental credentials from their citizens. These were China which received 86 percent support from its people, India with 60 percent support, and Turkey with 54 percent.
コペンハーゲン会議で、温室効果ガス排出量規制に強制力を付けられなかったことについては、中国や米国を含む20カ国超で過半数が支持した。地球温暖化問題に関係する当局者は内々には、「京都議定書のように温室効果ガス排出を強制するシステムの導入は絶望的である。というのも、中国は同国の将来の成長を抑制するようなものは受け入れないだろうし、米国は中国が加われない協定には参加しないとみられるからだ」と悲観的な見通しを明らかにしている。
More than 20 countries, including China and the United States, agreed to a non-binding Copenhagen Accord at the U.N. climate summit. Officials acknowledge privately that the mandatory system for enforcing emissions curbs created by the 1997 Kyoto protocol is doomed because China won't accept any constraints on its future economic growth and the United States won't join any agreement that is not binding on Beijing.
