ブラジルのルラ大統領とフランスのサルコジ大統領は26日、先進国に対し、12月にコペンハーゲンで開催される国連気候変動枠組み条約第15回締約国会議（COP15、コペンハーゲン会議）での合意達成を望むなら、早急に途上国に対する温暖化対策支援を拡大すべき、との見解を示した。

Rich must aid poor more on climate: Brazil, France

The presidents of France, Nicolas Sarkozy and Brazil, Luiz Inacio Lula da Silva said on Thursday that rich countries must immediately boost aid for developing nations to fight global warming if they want to reach a climate accord in Copenhagen next month.

またルラ大統領は、自身が主催したアマゾン地域の首脳で構成する気候サミットで、米中2カ国が今週、温暖化ガスの削減目標を提示したことで、前進がみられたと指摘した。

President Lula, who hosted a climate summit of leaders from the Amazon region, said progress had been made with pledges by China and the United States this week to curb greenhouse gas emissions.

ただ、貧困国が気候変動に対処し、自らの目標を達成するためには、さらなる支援が必要だと主張。「貧困国は、自国の主権を断念することなく、支援を受けられる必要がある」と述べた。

But he said poor countries needed more aid to cope with climate change and help meet their own targets. "The poor need to be supported without any country giving up its sovereignty," Lula said.

一方、同サミットに招かれたサルコジ大統領は「数値（目標）が必要だ。気温上昇抑制のためだけではない。コペンハーゲン会議では、先進国から途上国向けの温暖化対策資金の提供が必要だ」と主張。今すぐ実現させるべきだとした。

"We need numbers, not only to reduce the temperature. Copenhagen also needs to provide funds from developed countries for developing countries," said French President Sarkozy, who was invited on the Amazon summit. "That needs to happen now," he said.

また米政府が、温室効果ガス排出量を2020年までに05年比で17％削減する目標を提示したことについては、歓迎する意向を示した。

Sarkozy welcomed the target Washington announced this week to reduce emissions 17 percent by 2020.

欧州連合（EU）は、地球温暖化対策向けの途上国支援コストは年間約1000億ドルとの考えを示している。だが途上国は、国内総生産（GDP）の0.5─1％のコストを先進国は負担すべきと主張している。

The European Union says the cost to help developing nations fight global warming is about $100 billion annually. But developing countries say rich countries should pay between 0.5 percent and 1 percent of their gross domestic product.
