国連高官は26日、コペンハーゲンで12月に開催される国連の気候変動枠組み条約第15回締約国会議（COP15）について、最終合意には長い時間がかかると述べ、同会議で法的な拘束力のある合意に達するのは難しいとの見方を示唆した。

U.N. lowers expectations for Copenhagen climate deal

The United Nations on Monday lowered expectations for clinching a legally binding agreement at a U.N. climate change summit in Copenhagen in December, saying it might take longer to secure a final deal.

国連の潘基文・事務総長らはこれまで、コペンハーゲンでの拘束力のある合意締結に向け、立場の違いを克服するよう先進国と途上国に呼びかけてきた。しかし国連高官の間からはここ最近、温室効果ガス削減に向けた法的拘束力のある合意は、コペンハーゲンでは達成できないとの声が出ており、拘束力のない政治宣言がせいぜいと見る向きもいる。

For months Secretary-General Ban Ki-moon and other top officials at the United Nations have been urging industrialized and developing nations to overcome their differences so they can "seal the deal" and get a binding agreement in Copenhagen. But recently U.N. officials and diplomats have said privately that it is unlikely a legally binding deal on reducing greenhouse gas emissions will be clinched at the Copenhagen summit. They have suggested that the most that could be expected was a nonbinding political declaration.

環境問題に関する事務総長の顧問、ヤーノシュ・パスツォール氏は、事務総長が「ポスト・コペンハーゲン」会議を計画している、と明言。

同氏によると、事務総長は「コペンハーゲンで政治的に拘束力のある野心的な合意を締結することを、引き続き目指さねばならない。そうすれば、法的な拘束力のあるグローバルな合意につながる、今後のポスト・コペンハーゲン交渉の道筋をつけることができる」と考えている。

Ban's climate adviser Janos Pasztor made clear that the secretary-general was planning for "post-Copenhagen" talks.

He said Ban believes we must "continue to aim for an ambitious politically binding agreement in Copenhagen that would chart the way for future post-Copenhagen negotiations that lead to a legally binding global agreement."

同氏は「気候変動問題は今後数週間でコペンハーゲンで解決することはできない。解決までには長年かかる、長期的な問題だ」としている。

一方、事務総長は財界人の会合で、コペンハーゲンでしっかりした成果を望んでいるとし、「コペンハーゲンでの会議後に、すべての問題で合意を見るとは予想していないが、広範囲には合意すべきだ」と述べた。

"Climate change is not going to be resolved in Copenhagen in the next few weeks," Pasztor said. "It's a long-term problem that will be with us for many years, if not decades, to come."

Ban told a gathering of business leaders that he still wanted a strong result in Copenhagen. "After Copenhagen we may not expect ... to agree on all elements," he said. "But we should have a broad agreement" he said.
