主要8カ国（G8）は8日、世界の気温上昇幅を摂氏2度（華氏3.6度）以内に抑えるとともに、地球温暖化ガスの排出量を80％削減することで合意した。
ただ、世界で2050年までに排出量を半減するという目標設定に関しては、中国・インドの合意を得られなかった。

G8 agreed to cut greenhouse gas emissions by 80%

The major 8 countries (G8) agreed on 8th to try to limit global warming to 2 degrees Celsius (3.6 degrees Fahrenheit) and cut its greenhouse gas emissions by 80 percent.
But it failed to persuade China and India to join a bid to halve world emissions.

摂氏2度を気温上昇幅の上限とする目標に、米国・ロシア・日本・カナダが合意したのは今回が初めてだが、欧州連合（EU）とG8メンバーであるドイツ、英国、フランス、イタリアは1996年にすでに合意済み。
温暖化ガス80％削減に関しても、G8の声明には基準年が定められておらず、「1990年もしくはより近年と比較」すべきとの表現にとどまり、解釈に余地を残した格好となった。

While the 2 Celsius goal was adopted for the first time by the United States, Russia, Japan and Canada, it had already been agreed in 1996 by the European Union (EU) and its G8 members Germany, Britain, France and Italy.
The G8 statement also failed to pinpoint a base year for the 80 percent reduction, saying it should be "compared to 1990 or more recent years", meaning the target was open to interpretation.

またG8は、世界的な排出権取引市場および先進国が環境技術対応への資金援助を拠出する基金の創設を支持する姿勢を表明。ただ、ブラウン英首相や非政府組織が主張する年間1000億ドルの拠出額では合意に至らなかった。　
国連によると、世界の気温は産業革命以降、すでに摂氏約0.7度上昇しており、途上国の多くも摂氏2度の上昇が気候変動による影響が危険水準に達するギリギリのラインだとみている。

The G8 backed the creation of a global carbon trading market and a fund financed by rich nations to pay for technological change, but it fell short of the $100 billion a year advocated by Britain's Prime Minister Brown and non-governmental groups.
According to the U.N., temperatures have already risen by about 0.7 Celsius since the Industrial Revolution. Also many developing nations view 2 degrees as the threshold beyond which climate change will reach danger levels.

摂氏2度の上限に関しては、9日の17カ国による主要経済国フォーラム（MEF）の声明にも盛り込まれる見通しだが、G8がすでに前年合意している50年までに温暖化ガス排出量を少なくとも半減するという目標に関しては、MEFメンバーに対する土壇場の説得は7日、失敗に終わった。

The 2 Celsius target was due to be included in a statement from the 17-member Major Economies Forum (MEF) on 9th but it unraveled on 7th to convince MEF members to sign up to the goal of cutting world greenhouse gases by at least 50 percent by 2050 which adopted by the G8 last year.

背景には、中国・新疆ウイグル自治区の暴動に対応するためイタリアから急きょ帰国を余儀なくされた胡錦涛・国家主席の不在があるという。ある欧州外交筋は「中国が不在のため、交渉はこう着状態だ。MEFの声明には半減目標は含まれないだろう。中国が出席する次回の20カ国・地域（G20）首脳会議（金融サミット）で再び取り上げる」と述べた。

In the background, it is said that the absence of Chinese leader Hu Jintao, who flew home from Italy to deal with an outbreak of ethnic violence in Xinjiang China.
"China's not here so they cannot move anywhere. There will be no agreement in the MEF text on 50 percent. We will take this up again at the 20 countries summit (G20) when China is present," said the European diplomacy source.
